  • Norma Hernandez

    2026 Astoria Regatta Admiral

    Born and raised in San Juan, Puerto Rico, I spent 20 years living in the Northeast— in New York City and Boston—before relocating to Astoria, Oregon, in February 2003. While working as an office manager at an oyster company in Bay Center, Washington, I became deeply aware of the needs and challenges facing the Latinx community in our region. This experience ignited a lasting passion for social justice and community advocacy, ultimately leading me to serve as the first Executive Director of Consejo Hispano. 

    I continued this work in my role as a WIC Coordinator with Clatsop County Public Health, further deepening my commitment to supporting underserved families and advancing health equity. After 12 years, I found my way back to Consejo Hispano as Deputy Director—where my passion and purpose truly feel at home.

    In recognition of my contributions, I have been honored with the George Award from the Astoria-Warrenton Chamber of Commerce and the President’s Award from the Astoria Downtown Historic District Association in 2015. In October 2021, I was proud to receive the Hometown Hero Award from the Portland Trail Blazers during their Latino Heritage Celebration. Most recently, in 2025, I was honored with the Individual Community Impact Award from Clatsop Economic Development Resources.

    I currently serve as Chair of the Liberty Theatre Board and the Astoria Parks and Recreation Advisory Board, Secretary of the Astoria Co+op Board, and as a member of the North Coast Leadership Council for the Oregon Community Foundation. I am also an active volunteer and supporter of the  Astoria Community Foundation, and KMUN, where I host the radio show Ritmo Latino on the second Thursday of each month.

  • Brett Estes

    2026 Astoria Regatta Admiral’s Aide

    Brett Estes came to Astoria in 2007 to serve as the City of Astoria Community Development Director.  He later served as the Astoria City Manager from 2014 through June 2022.  Brett is now the North Coast Regional Representative for the Oregon Department of Land Conservation and Development working in Clatsop, Columbia, Tillamook, and Lincoln Counties.  

     

    Brett has served on the board of directors for local community groups such as the Clatsop County Historical Society, Liberty Theater, and Astoria Kiwanis Club, as well as an ex-officio board member for Astoria-Warrenton Chamber of Commerce and Astoria Downtown Historic District Association. 

     

    Brett was born and grew up in Texas and has called Oregon home since 2003.  He currently lives in Olney with his husband, Eric Williams.


  • Jeff Daly

    Astoria Regatta Grand Marshall

    Born and raised in Astoria, Jeff Daly has spent a lifetime collecting stories, preserving local history, and occasionally creating a little mischief along the way.
    A proud member of the Astoria High School Class of 1969, Jeff continued on to Clatsop Community College and Pacific University. Long before television cameras and Emmy Awards, he worked at Bumble Bee and Barbey Packing canneries in Astoria and spent summers working in Alaska.
    What began as a hobby in still photography eventually turned into a 30-year career behind the camera. Working with a San Francisco production company, Jeff filmed for Entertainment Tonight, 60 Minutes, and CBS Sports, covering Super Bowls, World Series, Olympic Games, and 14 Masters Tournaments. Along the way he earned three Emmy Awards and a Peabody Award.
    Jeff later returned home to Astoria, where he has become one of the city’s best-known storytellers and champions of local history. He taught at Clatsop Community College in 1975–76 and has served on the boards of the Astoria Library Foundation and the Clatsop County Historical Society.
    His creative projects have included directing and filming Where’s Molly and Helmet John – Astoria is Home, restoring the original Astoria Clown Car, and rescuing the historic American Legion 40 & 8 parade vehicle — better known as the Joy Train — from demolition.
    Jeff is also the creator of the Astoria WunderGround Experience and Astoria Underground Tours, and helped design the Astoria Sign Museum at the Astoria Armory. In 2024, he produced and directed the Musical Stairs concert at the Astoria Column.
    Whether he is preserving a parade vehicle, leading visitors underground, filming a documentary, or telling stories about the waterfront, Jeff remains what he has always been: an Astorian through and through, proudly raised on the river.
